County site-plan records describe retail space with associated parking, stormwater management and landscaping on a site that sits north of Winter Lake Road and south of Recker Highway, with direct access to Spirit Lake Road.
The site plan review has been completed, and an interior shell permit — framing bathrooms, furring strips, electrical, plumbing, HVAC and drywall — is in the inspections stage. A separate interior remodel permit filed in April 2026 was denied and closed.
Most recently, a right-of-way application proposes removing an existing driveway, reworking the sidewalk and adding curb along Spirit Lake Road. That submittal is marked as needing revisions.
