The Lakeland Housing Authority is building two three-story apartment buildings with 92 units on Webster Avenue South.
The Lakeland Housing Authority is adding a new phase to the Twin Lakes community off Webster Avenue South. City building permits cover two three-story multi-family buildings — one with 44 units at 585 Webster Ave S and one with 48 units at 595 Webster Ave S — along with a trash enclosure and a mail pavilion for the complex. The two apartment buildings are each valued at about $7.9 million.
HTG Rodda, LLC is the building contractor. Both main building permits were issued in late April 2026, and supporting work — a site fence, the trash enclosure, and the mail pavilion — has also been permitted. A perimeter fence permit was finaled in October 2025.
Separately, site plans for the phase cover utility work: a watermain extension was approved in June 2026, a force main extension is under review, and a revised Phase III site plan was withdrawn.
